What does it mean if a girl contacts you on fb, and then ignores you?

This girl doesn't speak much english; she invited me to be her friend on facebook after my friend told her that i thought she's hot; I didn't ask her out the first time we talked, and she told our friend that I should have, and she was waiting; so, I asked her out the next time, and she said okay, but told me she was nervous becuse she doesn't speak much English, and then cancelled at the last minute; I kept talking to her, and she said she wanted English help, and then cancelled that, so I quit talking to her after she cancelled two plans. She contacted me yesterday after like 3 weeks to tell me that she's about to go to bed and that she wants to talk to me today; I sent her a message, and she said that she needed to wash dishes? and that we should talk later; i saw her on again and said hey and she never answered, and signed off after i sent the message. Basically, why would she contact me after three weeks when i probably would have never talked to her again if she is going to tell me that she needs to go to bed, and then ignore me?
