Apartment Marketing Ideas?

We are located in a small town of about 27,000 people. We are sitting at about 88% occupied but we have 15 people moving out which will probably knock us down to about 81%. We have tried every marketing idea I can find on the Internet. Flyers are out at every grocery store, school, hospital, etc. We are offering 1/2 off the first months rent and have lowered prices. We have a Facebook page but we don't have very many likes. So it doesn't get the information as out there as we need it to. We have also sent out letters to each resident stating that if they refer someone that moves in we will give them $100 off their rent. I need help!!! Our budget is fairly low but right now I'm willing to do what ever it takes to get these vacants rented!!

Why not write to nearby employers - they often relocate people for projects and roles. You could also consider publicising your rentals at a local university or college
