Is there anyway to create a twitter feed that pulls specific users when they use a specific hashtag?

I want to create a twitter feed that pulls from multiple users only when they use a specific tag.

Example.

When 3 specific twitter users use the hashtag #HotNewsUpdate it will pull into a feed. But if anyone else uses that hashtag it will not pull in. Basically trying to create a news/twitter feed that specific reporters can update when they use a certain hashtag. I don't want to pull any other users and I don't want to pull the reports tweets unless they have the hashtag.

You can set up a feed to look for keywords or hashtag (ie: #Barrie)
