You can't. Direct Messages can only be sent on Twitter if the person follows you. If they have not followed you, then you can't send them any messages. You can still mention then, and add the message to that, but everyone will see it and its very unlikely the intended person ever will.

whatever you do, don't go all crazy and obsessive over them. simply say who you are, and that you enjoy the taste of whatever this celebrity has. Try to keep a normal conversation, without saying you actually like them. just keep it cool, and maybe you two could be twitter buddies after a while.
