Question about the ads on Facebook on the right side panel.?
They are all for Phoenix, Arizona. Is there any way to change the city and/or state to get ads near me?

Sorry, no. The ads appearing are either ones that have key words attached (do you have Phoenix listed under music in your info?) or they're just ads that appear to everyone randomly. The ads are almost never anything interesting, but if you want them to be more direct to you, try filling out your profile more and make sure it's all true.
