Best webcam program for laptop?

My old laptop came with a webcam and a small, fun program to take pictures and video with, and edit them etc
My laptop doesn't come with that kind of program, I like to edit the photos or have special effects at least standard stuff. I can't even take pictures with it without it connecting to facebook or something.
What's the best, totally free (I don't care for ads) of these programs?
