Facebook: allowing apps, what happens?

im new to facebook
and I got a notification that said my friend answered a question about me, and to click here to see what he said, so I clicked on it, but then it came to that page that asks if you want to allow access

So, If I allow access, what happens?
do people know I allow access, does the friend get a notification that i looked at what he said?
what happens?

you can access the app. he won't get a notification sayng you've looked a it.
