Why is this Guy Playing games with me???? Is he just NOT Interested?

I know for a fact that he had a crush on me last year
but this year, we dont really have contact anymore (no common classes anymore)

when I see him in the hallways, or during lunch, he always has his eyes on me (from the corner of his eyes) as he passes by, and hes usually giving a smile...

Its as if he wants to do something about his feelings last year, but he definitely is not doing anything about it. My birthday was about three weeks ago, and he didnt even post anything on my facebook timeline.

He doesnt say hi or anything, but he definitely smiles and usually has his eyes on me when passing by. Our eyes meet when he passes by, and he seems happy when they do... so why is he not doing anything about it..

He is NOT the shy type of guy... but he is awkward. But still, does the fact that he hasnt made any contact pretty much mean he has no interest?
