I can video chat just fine at home, but it doesn't work when I get on Facebook on campus. I have a Windows laptop

I've used that app before just fine from a college campus. I think those types of chat apps use Adobe Stratus, which is a peer-to-peer (p2p) connection formed directly between two people, instead of being routed through the server.
The reason the app uses a p2p connection is to save server bandwidth. That being said, many institutions firewalls would prevent connections like this, and since your computer works normally at home, I would think its a firewall issue. You should look into a VPN or just save the chatting for when you get home! To test your connection's ability to use Adobe stratus, see http://cc.rtmfp.net/ Ads |

your using the school's wifi and the school has the ability to block any site it see's unfitting for campus use. that or the type of wifi or its strength might have something to do with it.

Maybe the WIFI on your campus isn't good. But more likely is that it's banned and won't work while you're on school grounds.
