I'm assuming you mean, like in context something like 'Harry Potter >>>>>>> Twilight?'

In maths, the '>' symbol means 'more than', so it's used jokingly on twitter as in 'better than'.

So if I say 'Harry Potter >>>>>>> Twilight', I mean that I think Harry Potter is way better than Twilight.
