Why does Facebook have so many issues over privacy concerns?

I am new to Facebook and I want to make sure that my information is going to be secure. I don't want my information leaking to any third parties, even to some of my friends. I want to be able to make sure I am safe online and that my privacy is secure. What are certain policies that Facebook addresses?

There were concerns that Facebook was leaking details such as contact information (email and phone), location information, and customer information. Go to Account, and adjust your privacy settings so that only those you want to see your profile, photos, or info will have access.

Facebook has issues

The best rule is don't put anything on the net that u don't want the entire world seeing. Even private facebook pages have been hacked (many times).

Facebook works hard to keep their site secure I'm sure, but hackers can get into anything they want.

Most hackers are only interested in personal info which will enable them to scam somehow, but still they can conceivably view whatever u put on facebook...even if u are set to completely private.

there are lots of options and you should take your time setting your privacy levels and the amount of personal data you post and make available, and the type of facebook user you allow to see your data. Once you are happy with your settings then post away.
It is not facebook that has issues over privacy, it is the user who has issues with not setting the privacy levels. There are plenty of help files and safe use policies al over the place to show and advise the user on how and why the levels should be set.
If at the end of the day you are still worried about your privacy don't sign up.
