want to place a ad on facebook but don't understand whther I hv to pay or NOT. (I prefer not paying)

Yes, if you want to place an ad on any website, you will have to pay.

Yes you do have to pay. Basically FB Advertising will give you a rough guesstimate of how much it will cost per click and you then bid.
