I don't really know anything about Twitter, other than what I've heard about celebrities "twittering"...and it seems as if it is some sort of blogging (journaling) device.

If that is the case, someone "following" you on Twitter would mean that someone has chosen your "tweets" as interesting, and added you to their list of people of interest. In other words, they keep up with what you're writing, and read whenever you post something new.
