How do I change my Facebook cover photo?

I'm actually asking for a friend, she asked on her status how to change her cover photo, I told her how, she said thank you, but then she said it doesn't work!
She said that when she hovers the mouse over the cover photo the "change cover" option doesn't pop up.
What could be the issue?

She should go on her profile and hover over the left hand side of the space for the cover photo and it should allow her to pic from her already uploaded pics or upload a new pic ( this doesn't work if you try doing it via a mobile phone) Hope this helps

Ask her to upload the Picture she wants to use for cover photo. Once it will get uploaded and she will open it, an option will be seen down below "Make cover photo" (something like that, don't remember exactly)..
