Why is my public info on Facebook not shown to everyone?
I have my college, university, work, date of birth, current location and languages set to public, but they are not shown neither when using the "View As..." nor when using an account which is not a friend.

They can be seen by friends though.

Are there any other settings which I must set to my info to make it public?
I am still under 18. Can it be because Facebook does not allow me to customize my profile privacy as I like?

You can set the profile view to anyone by going to profile section and there will be option to edit the option to change the profile views.
