It's just Twitter's way of telling if you are a spammer/scammer. You will have to unfollow some of the followers you have until you get more followers (at least a thousand.). Twitter is thinking you are spamming people into buying things and/or leading them to websites with viruses.

Better question: Why do you need to follow that many people? How can you possibly keep up all those tweets - or why would you want to keep up on that many?
