Well I don't know nothing about tumblrplug but I guess its just another social exchange system but for tumblr. You just need to find a website that deals with twitter exchanges between users.

There are a lot out there but to many active. It needs to have an established community that always come back for more. I had good progress with http://www.socialclerks.com its one of the popular ones, especially when it comes to twitter followers.
