You can use Youtube as a way to get followers on Twitter, You can also try posting your twitter around on your Facebook for your friends and family to check out.

I wouldn't advise advertising it around at varies websites because you can get in trouble by doing so.

I think Youtube is the most efficient way to get a big following on Twitter. Try putting out some music videos with lyrics with them, Or making a "How To" for random things such as: Video games, Cooking, and Cleaning. Just about anything someone would want to watch.
