Can people see the messages you send them through Facebook chat if you not friends with them?

It depends on their privacy settings and if you are blocked by them. If they have standard privacy settings and neither of you blocked the other you should be good to go.

if they arent your friend, you can still send them a message, but it will not go into their normal inbox, it will be put into their "other messages" folder and they will not be notified that it's there, so they may never read it
