When Facebook suggests people to be on your close friend list, how does the system make these suggestions? Is it random? Or are the people who Facebook suggests the people who view your profile most frequently?

I've noticed every time I view the suggestion box, the profiles suggested are always the same, which to me suggests it might not be random. I thought maybe the suggested profiles are the profiles that I view most often however, there are some profiles that are suggested to be on my close friends list that I rarely, if ever, look at.
