Facebook apps setting is missing the profile tab?

When I go on my account everything is fine, but my wife's account doesn't work.

When I go to Application Settings and Edit Settings for Mafia Wars, there is only a Bookmark and Additional Permissions tabs. The Profile tab is missing. Under this same account I can look at a few other apps and the Profile tab is there. Why is it missing for Mafia Wars on one account but not another?

I'm trying to set the privacy to a restricted list so only those people see wish list and other items when sent from within the app.
