Can I tag someone in a Facebook album that they can't see due to privacy settings?

If I tag someone in a Facebook picture, but they are not allowed to see the album it due to privacy settings, will they know I tagged them?

I'm asking in regards to my own pictures and pictures taken by others.

Yes, you can. You can also tag people who don't have Facebook by simply typing their name in.
The privacy settings should prevent the person you tag in the pictures from being notified of them being tagged.

Yes the person whom you are tagging they get to know that either you tagged them or not. Because if you tag anyone who is your friend then there is a feed showing in their profile that you are tagged in someone's album.
