How to create a Facebook group page?
I'm wanting to create an adoption group page on Facebook for adopters/adoptees and anyone interested to get together and chat.

How do I create one, and do I have to pay for it?

You can either create a group or a like page. They are both free. If you want to make it open I would recommend you to create a page instead of a group because users are most used to pages than to groups.
