it means that they dont know you and are most likely to reject friend request

could be many reasons, they might not like you, they might not want to be your friend cuz they dont want you to be on their ass always, they simply dont know you, they might know you or seen you before but it would be awkward to accept your friend request because they feel the connection is not enough to be friends or they just dont feel comfortable in doing so.
