The cover photo in facebook timeline can be liked or commented by everyone (not in my friend list) even if my profile is private? because I saw that the cover photo is public...

because Cover are PUBLIC only,
Means you cannot change the privacy settings it!
I would suggest you to use some scenery pics rather than your photo
