Facebook Privacy Settings?

Basically, I have a Facebook Timeline, and it won't let me set images to 'Public', so that people could like a poster we're gaining likes for. I may have privacy settings set, but I don't know where/how to undo them. Any help?
It's not a cover photo, and apparently, it only allows me to display it to 'friends, friends of friends, only me, custom'.

A poster? You mean your cover photo?
If it's just a normal photo, go to your albums. click the album it's in, and then at the top right "edit album". In there, you should be able to edit the privacy settings.
