There is this (not so famous) actor that I am following on twitter.
I would like to send him a message through it that he will recieve in hopes that he will respond.
How do I send him a message

Yes, direct messagges can only be sent to your followers.

You can reply or mention him in a tweet, writing @+username and the text of your messagge.
In this way he can see the tweet.
