We know that Google does, but how about Facebook?

I have not heard of that, but there is an automatic discount when an ad goes to a Facebook pages rather than off site, ad pricing seems to be based on the "interests" you are targeting, but if the target Page is in the non profit category it's conceivably there could be automatically given a better rate.
