how do i sign up for facebook timeline i cant?

I'm pretty sure that you get the timeline option 1 month after you joined Facebook.

You really don't want timeline because it sucks, but if you really do go to someones page that has timeline and at the top of the page it will ask you if you want to switch

Yes you can have a new timeline by logging in your facebook account, open google on next tab, type facebook timeline, click on introducing timeline scrool down and click get timeline.
