How do I tweet to someone on Twitter?

I haven't had it long and don't really tweet, I just see what other people are up to.
I want to ask a question directly to someone I am following (but isn't following me)
I see people replying to people tweets all the time but I dunno how to do it?

You would normally if you have the app goo to the bottom where the # thing is goin down as manycharcters you ar typin press the down arrow and it says @ usernames

Click that and search and or i you know they r one there all the time you could put @(their name) and it would catch their attention
