It's always best to have a personal account separate from your business account on Twitter.

So, on your PERSONAL account you would only follow people you are personally interested in.
1. To find them, you would use the Twitter search field, and enter what you're interested in. (Let's say the person's id is @tomthebest)
2. When you find the person that you really are interested in, you would go to Formulists.com and create an automated list, 'People-like-tomthebest'. They create the list automatically for you, by looking at tomthebest's interests, what lists he is on, etc.
3. Follow the people from 'People-like-tomthebest' list, and unfollow them ater, if you dislike their posted content.
4. When done with the list, go to #1 and repeat.

On your BUSINESS account, you would mostly concentrate in following people from your local area, who could be your potential customers. You would follow as many as Twitter limits allow, daily. Then, if they don't follow you back, you would unfollow them later. There is a Formulists list 'Does-not-follow-me-back' list, that you can look at daily, when deciding who to unfollow. And on your BUSINESS account, you would only tweet about business related things, nothing too personal, keeping to the hairdressing topic. That way you would attract followers, interested in you as a hairdresser.
