How does one get a notification saying someone they've NEVER heard of has "joined" facebook?

This is a very unusual question, but I'll do my best to clarify. I've been on facebook for 5 years now. Just last night I received both an email and fb notification saying "so and so has joined facebook" (and then the direct link to their profile). The name/profile of this person is someone I don't recognize at all (nor do I recognize their current list of 6 friends), so I'm baffled as to how or why I received this email when no one else around me did.

I normally wouldn't care or even be inquiring about this, but there's a single picture uploaded on this profile that has items in it that are a cause for concern specifically for me. Unfortunately, I can't give further detail on that as the concerns I'm referring to are related to something being handled by police. But the main thing I just want to know is if whoever made this account, did they specifically request to have ME notified at the time their account was created? Or is this just something that happens on facebook at random when new users sign up? Cuz like I said, I've never received a fb notification like this before, and with the police issue I have, it's concerning.

Same thing appeared in my notification bar, ie, getting notification of some unknown person joining fb. Actually, that person is sharing common info with u, especially location info, checking in places etc.
