How can I change my facebook profile picture settings?

I want to be able to have a facebook profile picture that people can't click on, comment or like. i've seen it done on some profiles, but no one im comfortable with asking how to do it. i want it to still show up that i've changed it, but when you put your mouse over it, you can click it.

Go through your privacy settings and change things you don't wanna show from "Only Friends" to "Only Me".
