Depends on why they chose the picture in the first place. Maybe they simply like or admire that certain anime female. Really, it's no different than a girl choosing Naruto or Sasuke or Inuyasha for their picture. However, if they're just doing it becaue they're a perve or hentai addict? No. It's not normal.

Some people would see having any anime pictures in profile as "weird", but around normal open minded people it's ok, I know someone who did that.

I see it all the time. I also see a lot of girls who put their favorite anime boy in their profile picture.

They just want to look at their favorite character, I guess.

once i used Yoko from Gurren Lagann, Saber Fate/Stay, Phantasmoon Tsukihime/Carnival Phantasm, and many more....i dunno if it's normal. Is it normal if i'm using bieber's pic as my profile? NOT!....so i guess it's normal for a guy using anime girl as profile pic. That means you like her so much...
