I am new to twitter and I can't seem to figure out how to send a tweet to a specific person.?

I went to their "page" and sent a tweet from there but have no idea if it went to them or just showed up as a random tweet from me. From my understanding you can only send direct messages to someone who is following you and those are private messages, but that is not what I am trying to do. I just want to ask a question to a celeb I am following. Thanks for your help!

You can't send a private message to someone unless they are following you.

You can send them a public tweet by adding their Twitter username to the beginning of your tweet, starting with an @ symbol.

For example, you would tweet "@someone Hey there, how are you?" (without the quotes, obviously)
