How do you make Facebook apps like Mafia Wars?
I want to know how to make an app like Mafia Wars. Also, I would like to know if there are any programs that have a similar setup, like so I could just alter the name, missions, weapons, etc. I have been trying to find this forever, and I keep finding a link to a page about Italian Ice Carts, the website usually says that that website has something to do with making apps like that but I don't think Italian Ice Carts have anything to do with making apps...

Mafia Wars was custom built from the ground up.

So don't expect to find the framework they used, it doesn't exist.

To build such an app, you'll need to learn quite a lot on PHP, AJAX and security.
