How do I make a suggestion on facebook?

People have made this funny side ads which allows you to 'join' or 'become a fan'. How do you make one of those?
What I meant was, like, people have ads they make like ''I am a fan of chocolate', or ''Jack Bauer is awesome.'' Something like that. People have the option of the bottom of the ad to join the group, and then it'll say '9 people are fans' or something. Help?!?

go to facebook.com and there's a place where you can sign up for a facebook account, but look below the green "sign up" button thing near the bottom
