go to someone else's twitter and go to their "followers", follow the people on their followers' list cos they usually would follow back. i'm following you now Smile i love taylor swift.

write in your description "follow me and i'll follow back"
there are a ton of people that also want more followers so they'll be more likely to follow you if they know you'll follow them back.
