My Twitter account will not import my Facebook contact list, help?

I have made a new yahoo acount, a new hotmail account, and have tried to import my contacts from my gmail account (which my Twitter is created by) and even though I do have my full contact list imported to each of those Email addresses... when I follow the simple steps and grant full access to Twitter to the information (my contact list) it takes a moment then pops up saying I have no contacts. Is anyone else having this problem? I googled it and can mostly find posts from last year, saying to make a new yahoo account and do it that way. Obviously, I've tried that, too.
I had a Twitter account before and it just automatically showed me my friends on Facebook that had a Twitter account so I don't know why it's so difficult now. :/
