FACEBOOK SUGGESTED FRIENDS?

How does the column for suggested friends work on facebook? Basically, I know this guy who goes to my school and is in a couple of my classes. This guy is ALWAYS and I mean ALWAYS the first person suggested for me to become friends with on fb. I had never looked at his profile or searched for him until his name kept popping up. Then one day I clicked on his profile and he only has like 8 friends in total and we have ONE mutual friend. But still, he is always the top of the suggested friends list. Are friends suggested based on who searches for you the most or who you search for the most? It just scares me that his name is always on top of the list, and I barely know him. He's a nice guy, but we have probably talked only one time... Please answer.
