To design a huge website you have to learn PHP ,MySql ,JavaScript ,HTML ,CSS , you can't design a huge website like facebook and twitter with only HTML ,at least you need to learn PHP and MySql.

Getting solid experience and knowledge with html, css, and javascript would be a good start to being a "front-end" web developer. After that, there are many choices of server-side frameworks that go along with front-end development, like php and numerous frameworks using C# and Java (my preferred).

If you want to program a website like Facebook or Twitter you would definitely need to know HTML and CSS really well but that's just a start. JavaScript is used for visual effects to make your website look beautiful. PHP is used for server-side scripting (Facebook is almost all PHP). PHP is used a lot in social networking sites because it send data to a server to then change the website itself, creating a profile. So all in all, to make a well developed website, you should know HTML, CSS, JavaScript, and PHP for social networking.
