Twitter, followers number not increasing?

Hi, I have a twitter, and I had 12 followers at one point. Well, I keep receiving emails about getting new followers, however, the number does not change. I've been at 12 for months. And I went to the twitter help page, and there is nothing on this topic. Pllleeaassee help.
