Facebook is a 'social' network, not a 'friends' network. And although facebook advertises itself like this and encourages you to only accept or add people you know personally, people tend to ignore this because of popularity and security reasons. A brighter suggestion is that maybe they generally want to be your friend, but like I said, only accept them if you feel sure you know them well.
