How can i get the guy next door to like me?

So, my neighbor (he lives across the street) is pretty cute and i want to get to know him better. I'm 16 and he is 18 but i look and act pretty mature for my age so hopefully that won't affect anything. We used to be closer when we were younger. The only way i can really start talking to him is on facebook because we don't see each other at all. (but i obviously want to change that)

So what should i do to get him to want to go out with me without seeming too desperate?
Or How should i ask him out without coming on too strong?

aSK to hang out sometime, throw a party and invite him, or have a "nice stroll" in the park.

Comment his pictures on facebook, Show him that your interested.
And send him messages saying stuff like "Hey, Whats up?"
But don't be constant, It might scare him away..

Just talk to him on facebook, ask him how he's doing and stuff and then comment his pictures but don't make it too obvious in your comments that you like him but also drop little hints like "haha you look really cute in this one"

But don't come on too strong as that might put him off, once you have contact on facebook take it to the next step and knock on his door and maybe invite him over to watch a movie or something to break the ice.
