To put it simply, I'm a former foster child, went through a lot of shit when I was younger. I found my former foster fathers son on facebook ( the internet is an amazing thing). If I send a message to said son, can there be any legal repercussions from doing so?

No, but if you start making it a habit of sending these messages to this person it becomes harassment.

If their profile is public then no. It's called freedom of speech. As long as you don't make up any stories about them which they could say caused defamation of character.
Not really sure why you would do that anyway, just move on with your life.

yes the is classified as computer harrasment it carries 0 to 12 months in jail
