Can you be fired over personal harassment?
A woman who works for my mother has been extremely rude outside of work multiple times. She gave her the finger once, she's said explicit things and today she sent my mom a rude Facebook message. The CEO of the company says she can't be fired over all of this.

In some professions, like teaching, you can be fired if you do not act professionally in OR OUT of school. I don't know what kind of job your mother has, but I assume it's a private company and not a public position like teaching. If it's a private company my suggestion would be that as soon as this woman harasses your mother at work (and it's inevitable because the woman does it outside of work already) then she files a complaint at work.
