How do you request help on twitter?

I'm sure there's a form you can fill out on Twitter when you need to report an issue but I'm not able to find it anymore. Anyone who knows the link to it, thanks!
I need an actual support form kind of thing, actually. The issue is a friend can't tweet due to "status limits" and I'm trying to help her with why.
