That either means two things 1) It's obviously a fake account . 2) Twitter hasn't verified their account yet .

If someone were to have a blue circle with a white check mark in the circle it means that they have a Verified Account. Twitter only tends to give Verified Accounts to celebrities. If someone does not have a Verified Account they are not a celebrity.
