If you mention someone on twitter is that the same as sending them a tweet? If not how do you send a tweet to someone? Thanks

Yes it is But You Can Also Send Them A Private Message In Direct Message On Their Profile , Hope I Helped : )

Yes, just by adding the "@" sign you tweet them.
You can send direct messages so only that one person can see what you want to tell them. Its under profile.

Yes - as others have already answered - just wanted to add that you can only DM someone (send them a private message) if they are following you
