are people over 18 not allowed to add people under 18 as friends on Facebook?
my brother is 15 i'm 19. i can't add him as friend and he can't add me as friend. only option when he's signed in is to block me and report me. idk if i can do anything on his page when I'm signed in. we've come to the conclusion that we can't add each other as friends all because I'm over 18 and he's under 18. true?

No cuz I have friends on face book that are like 20 years older that me so that shouldn't matter

No, its legal. I'm friends with 14 year old freshman from my high school, and I'm a 19 year old college freshman. As long as no sexual pictures are being sent to each other, its perfectly legal.

it all depends on each person's privacy settings - some people have set the option to only allow people with mutual friends to add them

If it's in the privacy settings I guess no. He might have it set for privacy reasons. Other than that yes you can add people over 18.
